US-Russia NEGOTIATIONS: Possibility or Political Theater??

Pres Biden has set a condition for speaking w/his Russian counterpart Vladimir Putin, while Russian FM Sergey Lavrov accused the Americans of leaking news of a bilateral intelligence meeting held in Turkey.
Is the West finally coming to its senses by entering into negotiations with Russia?
